In this case it looks like the tab the diaphragm mounts on is bent down...or a combination of both.

The lever that is supposed to comtact it is already bent out of the way.

Emissions device. When all the parts are there and adjusted correctly, the throttle was prevented from snapping closed when you got off the throttle. The "diaphragm thingy" let the throttle close slower and smoothly.

Can anyone identify this diaphragm thingy mounted to my carb heat shield?

It does not connect to or contact anything on the carb.
