Great, thanks everyone.

Thanks to the Interstate Highway System, it is now possible to travel from coast to coast without seeing anything.

just clean the dust off and use it. it would be a good idea to look in the float bowl for crud just in case. the other thing to dois just confirm that all the parts move correctly and it has not frozen up at all. confirm that the pistion moves freely.. install and drive.

I could be wrong about this, but I probably would just use it as is.  I dont think its ever had any fuel run through it based on the condition of the pipe fittings on it (no sign of a hose ever being connected).  The only thing I would do is take a spray bottle with alcohol, and with the carb upside down, spray a little into the openings, to wash out any dust in it.

I just bought a NOS HS4.  The one on my car is fine (HS4), but I'd like to replace it since I've got one that's better.  The carb's been sitting for some time, likely years.  Besides a good clean, what should I do before using it - seals, etc.?

Thanks.
