I would think that the safety catch is what's keeping them from releasing. You'll probably have to mount them back in place so the safety catch will fall back in place and the belt will unreel.
When I parted out my 93 Mayfair a few months ago, I kept the seat belts. I went to install them in the pickup, and they wouldnt release from the reel? Anybody have any ideas? Never made it as far as bolting them in due to this problem.
